Whether an event is planned or unplanned, the ability to quickly and securely collaborate among organizations is paramount to protecting the health and safety of the public, responders and recovery workers. NC4’s public safety and incident management solution E•SPONDER, enables multiple first response entities to share critical information when collaborating in the preparation, response, resolution, and review processes associated with daily activities, events, and incidents.
Realizing that one size does not fit all, E•SPONDER has been designed to fit a variety of organizational needs. With a highly customizable interface, E•SPONDER can be easily expanded to fulfill specific event and incident management needs of those involved in fire response, law enforcement, emergency management, and public health, to name a few. Based on Microsoft® SharePoint® Server, with the same look and feel as the Microsoft Office Suite applications, the E•SPONDER solution is extremely easy to use and users can be quickly trained.

NC4 E•SPONDER is a software solution that enables multiple first response entities to share critical information when collaborating in the preparation, response, resolution, and review processes associated with daily activities, events, and incidents. It is highly customizable, and can be easily expanded to fulfill specific event/incident management needs that may exceed the capacity of an organization’s daily tools. E•SPONDER Express™ is an entry-level, browser-based tool designed to assist first responders in incident management while supporting NIMS/ICS compliance. E•SPONDER Alerts is designed to reach anyone, anywhere, anytime, over any type of connection. With its ability to scale to reach thousands of people in multiple locations with up to 3,000 simultaneous calls, it is the only on-demand
alerting and response service that enables interactive response to all messages, with the capability to track and document receipt and responses for auditing, compliance,
and debriefing purposes.
E•SPONDER Alerts enable agencies to contact thousands of people
simultaneously via phone, email, pager, text message (SMS), VoIP, satellite phones, Blackberries, and PDS's such as the Treo, Palm, and PDAs running Windows Mobile. In addition, it allows organizations to facilitate collaboration with a rich array of conferencing options. E•SPONDER Alerts ensures effective communication with responders in critical situations.
E•SPONDER Mapping provides agencies with a comprehensive situational awareness tool. Using geographic information system (GIS) technology, defined geographical areas are displayed to better highlight incident variables. These variables may include, but are not limited to, the location of first response agencies, incident sites, hospitals, as well as infrastructure components like
bridge conditions or road closures.
E•SPONDER Mapping provides
situational awareness to response agencies and allows them to visually communicate critical information to entire user communities. The GIS feature provides a true information platform to map operations, update information and improve decision making. It supplants paper maps and handwritten notes with digital data capture, and provides the ability to do trend analysis and most importantly, dissemination to all system users. Relevant lists can be created by users spontaneously, for tracking information such as flooded roads, traffic signals and potential evacuations - this data
is then immediately visible using E•SPONDER Mapping. In addition, industry standard map files can be imported from other systems and will be immediately recognized and the additional data will be shown as a new map layer available to all participants.

E•SPONDER Aids in Good Friday Tornadoes Response Effort
During the evening of Friday, April 22, 2011, two tornadic super cells crossed
the Greater St. Louis Metropolitan Area. The tornado reached a maximum intensity of EF4 on the Enhanced Fujita Scale as it tracked through several communities in St. Louis County, just west of Lambert St. Louis International Airport. The total path length was 22 miles, with a width of up to 0.4 miles. The Missouri Region C Incident Support Team was activated to respond to the St. Louis County EOC in response to the tornado, and used NC4’s E•SPONDER solution to manage the various incidents that were anticipated.
Real-time Visualization Enables Stronger All-Star Game Security for City of St. Louis
When St. Louis was chosen to host the 2009 Major League All-Star baseball game, where President Obama would throw out the first pitch, the
City Emergency Management Agency (CEMA) used E•SPONDER as part of an overall solution to efficiently coordinate public safety among 40 organizations for the five-day celebration.
The Microsoft Citizen Service Platform,
a Microsoft partner, provided the overall comprehensive command-and-control solution with online
collaboration, in-depth reporting, and real-time visualization. The E•SPONDER
solution was so successful in helping CEMA manage the All-Star Game that it is now being used to enable a more effective regional approach to
managing emergencies such as natural disasters, industrial accidents, and
public health crises.
Innovative Technology Helps Tampa Police Raise Security, Lower Costs at Super Bowl
When Tampa, Florida, was chosen to host Super Bowl XLIII, the Tampa Police Department had to coordinate security planning among more than 60 organizations for the 10-day celebration. Tampa turned to the Microsoft Citizen Service Platform, which offers many solutions for government organizations. E•SPONDER, a Microsoft partner, provided an online collaboration environment based on Microsoft® Office SharePoint® Server, where all parties could share critical information. Using additional Microsoft and partner technology, E•SPONDER created a comprehensive command-and-control platform with unparalleled real-time visualization and communication capabilities. The E•SPONDER solution not only enabled Tampa police to provide strong Super Bowl security at a much lower cost, but also improved their ability to fight crime and to plan for crises such as a possible
H1N1 (swine flu) outbreak.
Police Department Scores for Taxpayers with Super Bowl Incident Management Solution
Although the Tampa Police Department functioned as the lead agency and the incident command for the event, numerous organizations were
involved in planning and managing security for Super Bowl XLIII. This included
the Tampa Bay Urban Area Security Initiative (UASI) region, a joint taskforce
comprising law enforcement, emergency management, and public health and
safety organizations from nine counties. It also included federal agencies such
as U.S. Customs and Border Protection, and the Federal Bureau of Investigation.
With so many agencies involved, and people‘s safety at stake, cross-departmental
collaboration was essential. With E•SPONDER, which provides deep insight into resource allocation and has
built-in compliance with National Incident Management System (NIMS) criteria, the
department successfully managed the big game at a fraction of the cost of
previous Super Bowls, a true win for the taxpaying citizens of Tampa.
